its paper. But these are great fakes. They have some type of Asian symbol on them in red, so it's pretty obvious that they are fake. I'm using them for fine Arts projects, very satisfied. My patrons dont notice
My husband loved the look and feel of this paper money. The gag gift was priceless when he said he was going to get some gas and buy breakfast with some of his money for his birthday. I had to tell him to really look at the money (it says fake money) and he laughed. Great gag gift.
